These events run by local time. They start at the same hour on every clock, so each one travels around the globe with the time zones instead of happening everywhere at once.

Once around the globe

The first clocks to reach the hour are in Kiritimati, Kiribati, at UTC+14. Of the hotspots on the map, Honolulu at UTC−10 is the last. Between the two, a one-hour Spotlight Hour or Raid Hour is on somewhere for 25 hours, and Max Monday for 39.

That is why a place far to the east can have its Spotlight Hour behind it while it has not started where you are, and why the same hour comes round again and again as the day moves west.
